==Dear Mr. Hastie:==

As you are aware, the Nuclear Regulatory Commission (NRC) has developed a common-cause failure (CCF) database that contains CCF events from Licensee Event Reports (LERs) and Nuclear Plant Reliability Database System (NPRDS) data records. INPO previously agreed to            i allow the NRC to distribute copies of this database, including proprietary NPRDS data, to U.S.
utilities who are members of INPO. We are planning to begin distribution in June 1997.
NRC is also engaged in an international effort to collect CCF data from foreign countries. This effod is called the International Common-Cause Data Exchange (ICDE) Project. The main countries involved in the project are Sweden, Finland. Germany, France, Switzerland, and the United States. The initial ICDE Project efforts that lay the basic ground work for this venture have been in progress for over 2-years. The NRC requests INPO permission to share data from our CCF database, including proprietary NPRDS data, with ICDE members subject to Nuclear Energy Agency (NEA), a part of the Organization for Economic Cooperation and Development (CECD), controls noted below and also INPO restrictions. The main objective of NEA is to promate cooperation among the governments of its participating countries in furtheri.1g the development of nuclear power as a safe, environmentally acceptable, and economic energy To rce.
On September 10,1996, the ICDE Project approached the NEA about sponsoring the project.
The reasons for ti is are that several countries (1) war,ted to have a recognized organization be the sponsor of the work, and (2) are concerned about the proprietary nature of their data, which NEA can protect via their governing nondisclosure agreements. Enclosed is a copy of the proposal presented to the NEA in Paris, France, at a September 1996 NEA meeting. This was approved at the December 1996 meeting for a 2-year period. The ICDE Project will be sponsored by Principal Working Group 1 of the Committee on the Safety of Nuclear Installations (CSNI), part of NEA.
One example of an NEA project involving proprietary data, with which INPO is familiar, is the Incident Reporting System (IRS). These reports document events that have occurred in gg nuclear power plants around the world and are judged noteworthy by the submitting country.
The purpose is to exchange information about events that occur and the actions taken to mitigate them so that other nuclear power plant operators can learn from these experiences.
The NRC shares this information with INPO under the NEA proprietary data restrictions. IRS reports are treated and labeled by NEA as " restricted."

William J. Hastis                                                4 Another protected data category used by NEA is " confidential." This is more stringent than the
*        " restricted" category, and it will be used for the common-cause failure data. In addition, the ICDE Project group has specified in its charter that the only way other countries can obtain any of the data is to participate in the project group and participate in the data exchange.
Current plans call for beginning the data exchange in June 1997. The NRC requests
{
permission to share the NPRDS data in the CCF database with foreign countries and                                                        '
I governments who actively participate in the ICDE Project and share data with us. The NEA                                                ;
proprietary data restrictions will govern how other countries will handle the data. In turn, the                                        !
1 NRC will share the data we receive from foreign countries with INPO under the same restrictions.                                                                                                                            I i
Please inform us whether INPO supports such a data exchange and whether NRC is authorized 3        to share proprietary NPRDS data in the CCF database with the participating ICDE countries
;        under the auspices of the NEA.

NUCLEAR REGULATORY COMMISSION WASHINGTON. D C, 20555-0001 po

          • May 16, 1997 l

1 Mr. William J. Hastie, Director Division of Government Relations Institute of Nuclear Power Operations 700 Galleria Parkway Atlanta, GA 30339-5957

Dear Mr. Hastie:

  • " restricted" category, and it will be used for the common-cause failure data. In addition, the ICDE Project group has specified in its charter that the only way other countries can obtain any of the data is to participate in the project group and participate in the data exchange.

Current plans call for beginning the data exchange in June 1997. The NRC requests

P Project Programme for a LSNI/PWG x Task Force on International Common Cause Failure Data Exchange (ICDE) 1 INTRODUCTION Common-cause-failure tCCFi esents can significantly impact the availaH!ity of arct) sy stem > of nuclear power plants.. In u.sgmtion of this. CCF data are systematically being collected and analysed in ses eral countries. e g in Germany. France. Sweden and i the t'nited States A serious obstacle to t: e use of nationa: qualitatise and quantitatise data collections by other countries is that the criteria and interpreutions .ipplied in the collection and analy sis of esents and data differ among the s arious countnes A further impediment is that descriptions of reported esents and their root causes. which are important to the assessnunt of the esents. are usually written in the natise language of the countries u here the es ents were obsen ed ,

i in a workshop held at SKI. Stockholm on August 26.1994. the boundary conditions to be obeyed. the available data bases and the ca-ordination required to initiate and carry out a multinational eschange of CCF data were discussed L

The First ICDE niceting was held April 20/21 1995 at the same location and was hosted by SKI. At this meeting. problems related to the initialise of the ICDE project were l discussed in more detail.

l The Second ICDE meeting was held at CEA Headquarters. Paris. on Nosember X/9 1995 and u as hosted by IPSN. At this meeting.. the data exchange format uas further

, descloped. incorporating the experience with a first test case. and further co-operation issues were discussed The third ICDE meeting was held in Cologne on June 19/20 1996 and was hosted by GRS At this meeting the draft for an operational agreement was discussed and the format and guidelines for esent record exchange were re-esaluated, based on the experience with 23 test records supplied by 5 countries and independently coded by 6 participating organisations l
