Dear Mr. Hastie:

As you are aware, the Nuclear Regulatory Commission (NRC) has developed a common-cause failure (CCF) database that contains CCF events from Licensee Event Reports (LERs) and Nuclear Plant Reliability Database System (NPRDS) data records. INPO previously agreed to i allow the NRC to distribute copies of this database, including proprietary NPRDS data, to U.S.

utilities who are members of INPO. We are planning to begin distribution in June 1997.

NRC is also engaged in an international effort to collect CCF data from foreign countries. This effod is called the International Common-Cause Data Exchange (ICDE) Project. The main countries involved in the project are Sweden, Finland. Germany, France, Switzerland, and the United States. The initial ICDE Project efforts that lay the basic ground work for this venture have been in progress for over 2-years. The NRC requests INPO permission to share data from our CCF database, including proprietary NPRDS data, with ICDE members subject to Nuclear Energy Agency (NEA), a part of the Organization for Economic Cooperation and Development (CECD), controls noted below and also INPO restrictions. The main objective of NEA is to promate cooperation among the governments of its participating countries in furtheri.1g the development of nuclear power as a safe, environmentally acceptable, and economic energy To rce.

On September 10,1996, the ICDE Project approached the NEA about sponsoring the project.

The reasons for ti is are that several countries (1) war,ted to have a recognized organization be the sponsor of the work, and (2) are concerned about the proprietary nature of their data, which NEA can protect via their governing nondisclosure agreements. Enclosed is a copy of the proposal presented to the NEA in Paris, France, at a September 1996 NEA meeting. This was approved at the December 1996 meeting for a 2-year period. The ICDE Project will be sponsored by Principal Working Group 1 of the Committee on the Safety of Nuclear Installations (CSNI), part of NEA.

One example of an NEA project involving proprietary data, with which INPO is familiar, is the Incident Reporting System (IRS). These reports document events that have occurred in gg nuclear power plants around the world and are judged noteworthy by the submitting country.

The purpose is to exchange information about events that occur and the actions taken to mitigate them so that other nuclear power plant operators can learn from these experiences.

The NRC shares this information with INPO under the NEA proprietary data restrictions. IRS reports are treated and labeled by NEA as " restricted."

  • " restricted" category, and it will be used for the common-cause failure data. In addition, the ICDE Project group has specified in its charter that the only way other countries can obtain any of the data is to participate in the project group and participate in the data exchange.

Current plans call for beginning the data exchange in June 1997. The NRC requests

permission to share the NPRDS data in the CCF database with foreign countries and '

I governments who actively participate in the ICDE Project and share data with us. The NEA  ;

proprietary data restrictions will govern how other countries will handle the data. In turn, the  !
