This refers to the inspection conducted by Messrs. L. E. Martin and L. D. Silbert

. ofsour staff during the period March 23-27, 1981 of activities authorized by NRC

the conclusion of the inspection.

Areas examined during the inspection and our findings are dscus, sed in the

enclosed inspection report. Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with

personnel, and observations by the inspectors. <,

of the date of thi,s letter, a written statement or explanation in reply, inhluding

' your consnents concerning this item, a description of any steps that have been

or will be taken to correct it, a description of any steps that have been or

will be taken to prevent recurrence, and the date all corrective actions or

preventive measures were or will be completed.

One new unresolved item is identified in, paragraph 7.a of the enclosed report.

We have also examined. actions you have taken with regard to a previously

identified inspection finding. The status of this itam is identified in para-

graph 2 of the enclosed report. ,

In accordance with Section.2.790 of the NRC's " Rules of Practib ,* Part 2

Title 10, Code of Federal Regulations, a copy of this letter anst the enclosed

inspection report will be placed in the NRC's Public Doctsnent Room. If the

report contains any infonnation that you believe to be proprietary, it is

necessary that you submit a written application to this office, within 25 days
