              -Item    2- of . Tech. Specs. table 3.3.5-1 requires the following to be operable in order for the Rod Block Monitors (RBM) to be operable:
upscale, inoperative, and downscale.
The RBM's have the following functions: downscale, inoperative, low trip, intermediate trip, and high trip.                The intermediate trip acts Las the. upscale trip below 100 % of rated recirculation flow, and then the high trip acts as the upscale trip.
The RO telegram reported that the intermediate trip was set in a non-conservative direction.                Further investigation has shown that.the intermediate trip was set correctly; the low trip was the only trip setpoint which was; outside of the procedural requirements.                        There is no Tech. Specs. requirement for.the low trip.
This event was determined to be non-repcrtable on August 15, 1983, in
