On March 12, 2012, the NRC issued Reference 1 to all power reactor licensees and holders of construction permits in active or deferred status. Enclosure 4 of Reference 1 requested that each licensee perform flood protection walkdowns and report the results within 180 days of NRC endorsement of the flooding walkdown procedure (NEI 12-07). STPNOC completed the flood protection walkdowns at South Texas Project Units 1 & 2 and submitted the results in Reference 2. Reference 2 contained open items where restricted access prevented walkdown of certain flood protection features. Walkdowns of the restricted access items have been completed and this letter provides the results. This submittal closes all the open items in Reference 2.

NOC-AE-14003140 Page 2 of 3 The attached table (Enclosure 1) provides a list of the restricted access items inspected, their respective disposition, and any action planned or taken. As a result of the inspections:
- There were 16 deficiencies found (encompassed by two item numbers) and all were entered into the site Corrective Action Program (CAP).
- No temporary measures were required as a result of the completed inspections.
- The flood protection features, including all restricted access items, will be included in various plant maintenance and monitoring programs (see Condition Report (CR) 12-11656-24).
