During the meeting, the NRC staff discussed its efforts to inform the Vogtle licensee, Southern Nuclear Operating Company (SNC), of the status of NRC vendor inspections affecting Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC); the Vogtle Readiness Group (VRG) including AP 1000 Transition to Operations; and an overview of a draft revision to Office of New Reactors (NRO) Office Instruction (OI) NRO-REG-103, "Inspections, Tests, Analyses, and Acceptance Criteria Closure Verification Process (ICVP)." : a. The meeting began with a presentation by NRC staff regarding ITAAC-related findings identified during vendor inspections. NRC regulations at Title 10 of the Code of Federal Regulations (10 CFR) 52.103(g) state that the licensee shall not operate the facility until the Commission makes a finding that the acceptance criteria in the combined license are met. The NRC staff recently looked back at vendor inspection reports to determine whether every finding had been addressed in a manner to ensure that NRC has resolved all inspection issues with a potential to impact the 10 CFR 52.103(g) process. The staff identified instances in which there was a lack of sufficient information to demonstrate whether issues had been closed, ambiguities that left it unclear whether an ITAAC was affected by the vendor shortcoming described in the inspection report, and typographical errors. : b. In the second presentation, NRC staff gave an overview of the staffs efforts to transition its regulatory oversight and licensing for Vogtle, Units 3 and 4 from construction to operations. Specifically the staff issued a charter on March 12, 2018, that instituted the Vogtle Readiness Group (VRG) to identify and resolve challenges in licensing, inspection, and regulatory challenges or gaps that could impact Vogtles schedule. The members of the VRG include the Office of New Reactor (NRO), Region II, the Office of Nuclear Reactor Regulation, the Office of Nuclear Security and Incident Response, and the Office of the General Counsel. It is co-chaired by two NRO Division Directors and one Region II Division Director. The VRG will serve as the hub for communications with the Commission, the Executive Director for Operations and NRC offices, the licensee, and external stakeholders. The staff is making changes to the verification process based on implementation experience and two tabletop exercises. Major changes include the elimination of a 50 percent threshold for non-targeted ITAAC, elimination of a potential problem category of ITAAC closure notification, the reduced use of insufficient information letters, the implementation of public calls to resolve issues of insufficient information or ITAAC interpretations, and the development and implementation of dashboards for ITAAC Closure Notifications, ITAAC Post-Closure Notifications, and Uncompleted ITAAC Notifications.
