Title:
Public Meeting to Discuss the Draft Final Rule on Enhanced Weapons, Firearms Background Checks, and Security Event Notifications Meeting Identifier: 20190542 Date of Meeting: Thursday, May 30, 2019 Location: U.S. Nuclear Regulatory Commission (NRC) Headquarters, Rockville, MD Type of Meeting: Category 3 Purpose of the Meeting(s):
The purpose of this meeting was to discuss with external stakeholders the text of the revised draft final rule regarding the applicability of planned changes to the rule on enhanced weapons, firearms background checks, and security event notifications (enhanced weapons rule).
General Details:
This meeting provided an opportunity for the NRC staff to present updated text for the draft final rule that would clarify the applicability of the rule to Agreement State and NRC licensees that possess or transport Category II or III quantities of special nuclear material.
The focus of the meeting was to enable stakeholders to understand the staffs proposed changes to the draft final enhanced weapons rule. The NRC did not accept public comments on the draft final rule at this meeting.
Material to support the public meeting was made publicly available before the meeting. The revised draft Federal Register notice for the enhanced weapons final rule can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19140A097.
Nine people attended the meeting. An additional 16 individuals participated in the meeting through webinar and audio teleconferencing.
Summary of Presentations:
Mr. Robert Beall, NRC Division of Rulemaking, Office of Nuclear Material Safety and Safeguards (NMSS), provided opening remarks. Mr. Beall discussed the history of the enhanced weapons rulemaking and its status. He noted that the staff submitted the draft final enhanced weapons rule to the Commission on May 22, 2018 (ADAMS Accession No. ML16264A000) and that the draft final rule is still before the Commission for review.

(1) exemptions to reporting suspicious activities, (2) exemptions to physical security event notifications and recordkeeping, and (3) editorial changes.

Action Items/Next Steps:
The NRC staff expects to submit the revised draft final enhanced weapons rule to the Commission during summer 2019. The NRC staff is not planning to hold additional public meetings to discuss the draft final enhanced weapons rule.
