Because I believe annual certification of employees having unescorted access to be essential, I wish to know the extent to which annual certification is already being utilized and the plants which are still uncovered by this security measure as outlined in the A.H.S.I. guidelines.

Docket Number 50-7, In the Matter of Authority for access to or Control over Special Nuclear materials.

According to the instructions in the Commission's letter of April 27, 1978 I submit the following question. This question is directed to the staff who will be making the presentation before the hearing board July 10, 1978.

What programs are the commercial nuclear plants presently utilizing for emotional

,] stability screening of employees having unescorted access to nuclear materials?

May I secure a roster of the plants giving the method each uses for currently eval-uating the employees emotional stability and the position in each plant's table of organization which is responsible for delivering emotional stability certifications?

The purpose of this question is to determine whether or not facts are known as to the existance of the programs for emotional stability certification. If these programs are in effect and operating successfully, then one can have fira data to evaluate the need for change under the proposed rule.
