AFFIDAVIT OF BARRY R. LETTS IN SUPPORT OF THE NRC STAFF'S MOTION TO CONTINUE TO HOLD PROCEEDING IN ABEYANCE 1, Barry R. Letts, first being duly sworn, depose and state:
