Dear Mr. Earls:
This letter is in response to your letter dated November 8, 2010, requesting our review and endorsement of Nuclear Energy Institute (NEI) 09-05, Guidance on the Protection of Unattended Openings that Intersect a Security Boundary, Revision 0, dated November 2010.
As you are aware, staff within the Office of Nuclear Security and Incident Response held numerous working-level meetings over the past 24 months with NEI and power reactor industry representatives to address industry issues and concerns related to the protection of unattended openings that intersect a security boundary or area.
