REQUEST FOR NRC REVIEW AND ENDORSEMENT OF NEI 09-05, GUIDANCE ON THE PROTECTION OF UNATTENDED OPENINGS THAT INTERSECT A SECURITY BOUNDARY, REVISION 0.
Dear Mr. Earls:
This letter is in response to your letter dated November 8, 2010, requesting our review and endorsement of Nuclear Energy Institute (NEI) 09-05, Guidance on the Protection of Unattended Openings that Intersect a Security Boundary, Revision 0, dated November 2010.
As you are aware, staff within the Office of Nuclear Security and Incident Response held numerous working-level meetings over the past 24 months with NEI and power reactor industry representatives to address industry issues and concerns related to the protection of unattended openings that intersect a security boundary or area.
Based on these interactions and your request, the U.S. Nuclear Regulatory Commission (NRC) staff has reviewed NEI 09-05, Revision 0, dated November 2010 and considers the approaches and methodologies described therein to be acceptable for use to meet the requirements of 10 CFR 73.55 for unattended openings that intersect a security boundary. The NRC will develop the formal endorsement during the next revision of the applicable NRC Regulatory Guide.
