SUMMARY

OF THE AUGUST 9, 2012, PUBLIC MEETING TO DISCUSS NRCS REVIEW OF FENOCS ROOT CAUSE ANALYSIS OF DAVIS-BESSE SHIELD BUILDING CRACKS

Dear Mr. Allen:

On August 9, 2012, the U.S. Nuclear Regulatory Commission (NRC) held a public meeting at the Oak Harbor High School in Oak Harbor, Ohio. The meeting was between NRC management and FirstEnergy Nuclear Operating Company representatives to discuss the licensees results of the root cause evaluation and corrective actions associated with the shield building cracking as well as the NRCs inspection of the licensees root cause activities and actions going forward.

The NRC began the meeting by discussing the purpose, agenda, and format of the meeting.

This was followed by a discussion of the background information on the discovery of the cracks in the shield building at the Davis-Besse Nuclear Power Station and the associated NRC initial activities.

The licensee then provided a presentation of its shield building condition evaluation, root cause investigation, and proposed corrective actions. During the root cause portion of its presentation, the licensee discussed its shield building concrete and configuration evaluation, analytical analyses, and water intrusion and freezing investigation. The licensee finalized its presentation with a discussion of its planned corrective actions.

Following the licensees presentation, the NRC provided information regarding NRC independent inspection activities of the licensees root cause evaluation and proposed corrective actions including the basis of NRC conclusions. In addition, the NRC discussed the NRC-identified weaknesses of the licensees root cause report. The NRC finalized its presentation by describing how the license renewal process incorporates the shield building cracking in current and future NRC review and inspection activities.
