By letter dated December 12, 2012 (Agencywide Documents Access and Management System Accession No. ML12356A473), Northern States Power Company - Minnesota, doing business as Xcel Energy, Inc., submitted a license amendment request to revise the emergency action level (EAL) RA1.2 to a value that is within the indication range of the Turbine Building Normal Waste Sump (radiation) monitor.
