Dear Hr. Keppler:

This report is submitted as required by Technical Specification 3.3.3.4, as the required Meteorological Monitoring Instrumentation was inoperable from December 12, 1979 until December 24, 1979.

The Meteorological Monitoring Instrumentation was taken out-of-service on Decemb'er 12, for the installation of new meteorological equipment, of a modified design, to improve Meteorological System operability during the win-ter months. The completion of the new equipment installation was delayed by several days of adverse weather conditions, preventing any work on the weather tower.

After completing the installation and calibration of the new equipment, the Meteorological Monitoring Instrumentation was determined to be operable on December 24, 1979. No gaseous releases were made during this time period.
