The staff used guidance provided in NUREG-1617, "Standard Review Plan for Transportation Packages for Spent Nuclear Fuel, in its review of the application.
The question describes information needed by the staff for it to complete its review of the application and to determine whether the applicant has demonstrated compliance with regulatory requirements.
Materials Evaluation
- 1. Justify the exclusion of weld size and location for the lug-ring weldments of the closure band detailed in Drawing No. RCLM011, Revision A. Otherwise, revise the drawing to include these specifications.
Drawing No. RCLM011, Revision A, states that each lug is fillet welded to the drum closure band (clamp) on at least three (3) sides. However, no weld size and relative location requirements are defined. Since the applicant concluded that a package configuration without a clamp may not meet the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 71 (per the results of Test Plan 214), the structural performance of the clamp is necessary to ensure safe transport. Welding specifications are necessary to ensure adequate structural performance of the closure band, unless otherwise justified.
The information is needed to ensure compliance with 10 CFR 71.33(a)(5)(iii).
