ISSUANCE OF FINAL SIGNIFICANCE DETERMINATION AND NOTICE OFVIOLATIONThis is to inform the Commission that a Notice of Violation associated with a White significancedetermination process finding will be issued on or about April 17, 2006, to Florida Power andLight Company as a result of inspections at the Turkey Point Nuclear Plant. This White finding, an issue of low to moderate safety significance which may require additional NRC inspection,involved the B auxiliary feedwater (AFW) pump that was determined to be due to an incorrectlyinstalled bearing and the licensee's failure to identify and correct the condition of the pump during this time period as required despite several indicators that the pump was degraded.A Notice of Violation is included based on a violation of Technical Specification 3.7.1.2 and10 CFR Part 50, Appendix B, Criterion XVI because the licensee failed to restore the B AFW pump to operable status within 30 days and did not place the unit in at least Hot Standby during this time. In this case, the B AFW pump was placed in service on September 10, 2003, in an inoperable condition due to a misaligned radial bearing, and the inoperable condition was not identified until November 7, 2005. In addition, the licensee failed to identify and correct thecondition adverse to quality during this time frame even though pump bearing vibration levels and oil samples provided indication of the adverse condition.It should be noted that the licensee has not been specifically informed of the enforcementaction.
