ADAMS Accession No. ML15313A548 In Reference 1 Florida Power & Light (FPL) submitted a Technical Specification (TS) licenseamendment request (LAR) that would relocate the TS LCOs associated with the refueling manipulator crane and communication requirements to licensee controlled documents.
Reference 2 the NRC requested additional information for their review of the LAR. Theresponse to the RAI is contained in the attachment.
The no significant hazards consideration determination within Reference 1 bounds the scope ofthese changes.

the licenseeproposed deleting technical specifications relating to communications systems and themanipulator crane used during refueling operations.
The application indicates that the FSAR andother administrative controls will be used to ensure that refueling communications andmanipulator crane operations are conducted safely, however the LAR does not clearly identifywhat information will be put into the FSAR, procedures, or other administrative controls.
Please provide a description of the content to be relocated from the technical specifications to theFSAR/other administrative documents.
Describe and justify any changes to aspects of thetechnical specifications that will be changed or deleted (if the content will be relocated in itsentirety, please indicate this). Alternatively, you may provide marked up draft copies of theFSARladministrative controls/procedures that show how specific elements of the technical specifications will be controlled.
FPL Response:
FPL will relocate the existing TS LCOs and their associated actions without change into Chapter13 of the St. Lucie Unit 1 and Unit 2 UFSARs, where configuration will be maintained consistent with the requirements of 10 CFR 50.59.}}
