Technical Specification Task Force, Improved Standard Technical Specifications (TSTF) Change Traveler, Westinghouse Owners Group -169, Rev. 0, TSTF-449, Rev.4, April 14,2005 Request for Withdrawal of Fort Calhoun Station Unit No. 1 Revised License Amendment, "Deletion of Sleeving as a Steam Generator Tube Repair Method" rL In the Reference 2 License Amendment Request, Omaha Public Power District (OPPD) proposed a change to the Fort Calhoun Station (FCS) Technical Specifications to delete the sleeving repair alternative to plugging for steam generator tubes. Subsequent discussions with the NRC staff concluded that the proposed revisions should be made in conjunction with the steam generator inspection program updates associated with amendments implementing Reference 3, TSTF-449.

Therefore, OPPD requests to withdraw, in entirety, the amendment proposed by Reference 2.In accordance with NRC discussions leading to this withdrawal, OPPD is now preparing a TSTF-449 based amendment request. It is our understanding that a May 2006 submittal will enable NRR to support the review leading to implementation of the TSTF-449 based SG tube inspection program, technical specifications, and deletion of the sleeving repair method in sufficient time to startup following the Fall 2006 steam generator replacement outage.No commitments to the NRC are made in this letl er.Highest In Customer Satisfaction WIth Residential Electric Seivice AmongMedium-Sized Utilities For the fifth year in a row, Omaha Public Power District has received a J.D.
