Docket No. 50-482: Supplement to One-Time Request for Exemption from the Biennial Emergency Preparedness Commissioners and Staff:
On July 29, 2021, in accordance with 10 CFR 50.12, Wolf Creek Nuclear Operating Corporation (WCNOC) submitted the Reference, which contained a request for a one-time exemption from certain 10 CFR 50, Appendix E requirements regarding biennial emergency preparedness exercises at Wolf Creek Generating Station (WCGS) due to the Coronavirus Disease 2019 (COVID-19) pandemic.
Offsite response organizations (ORO) have requested and received relief from the frequency requirement to conduct the biennial radiological emergency preparedness exercise for WCGS.
These relief letters were submitted with the Reference.
During discussion between WCNOC personnel and Nuclear Regulatory Commission (NRC) staff, the NRC staff has requested WCNOC submit a supplement to the original letter which will include the County and State information to indicate that they are still committed to responding in the event of an emergency. Enclosures I, II, and III to this submittal are supplements provide the County and State information that the NRC staff requested.

It is the goal of Coffey County to improve and maintain its Radiological Emergency Plan.
Coffey County would be not be impacted in a manner to keep it from responding to an actual emergency at Wolf Creek Generating Station because of the continuity of operations planning within the Radiologic Emergency Plan and the Local Emergency Operations Plan.

The purpose of this letter is to supplement the Kansas Department of Health and Environment (KDHE) letter of support for the Wolf Creek exercise postponement request dated July 7, 2021. KDHE maintains support for Wolf Creek Generating Station request to the U.S. Nuclear Regulatory Commission (NRC) to postpone until 2022 the evaluated emergency preparedness exercise currently scheduled for November 16, 2021.
A postponement until 2022 would not adversely affect KDHE readiness to respond in the event of an actual emergency. KDHE has continued to maintain our radiological emergency response procedures and performed an annual review and update of those procedures. KDHE is committed to maintaining readiness to respond and has continued to train staff in a safe and effective manner throughout the pandemic, as well as ensuring all equipment is maintained in a ready-to-use state.

Additionally, KDEM has maintained over 500 days of active response to the COVID-19 pandemic further honing the operational capability of the State Emergency Operations Center.
