Yandell of your office on December 15, 1986, this letter is being provided at this time as Gulf States Utilities     Company's (GSU) response to the Notice of Violation contained in NRC Inspection Report No. 50-458/86-29.                                                The inspection was performed by Messrs. James A.F. Kelly, A.F. Caldwell, and A.B.
Earnest during the period August 25-28, 1986 of activities authorized by NRC Operating License NPF-47 for River Bend Station (RBS) Unit No.
1.
GSU's response to the Notice of Violation 458/8629-01,                                                   " Inadequate Safeguards Contingency Plan Implementation", is provided in enclosed Attachments 1 and 2.                 In accordance with 10CFR73.21,                                      information contained in the attachments has been determined to contain safeguards information and should be handled accordingly. This completes GSU's response to the Notice of Violation.
