BEAVER VALLEY UNIT 1 FORCED SHUTDOWN GREATER TRAN 72 HOURS                                ;
At 7:40 p.m. on January 30, 1998, operators declared the both trains of                                                j the component cooling reactor (CCR) and reactor plant river water (RW) systems inoperable due to failure to meet TS surveillance testing requirements. Operators immediately entered TS 3.0.3 and TS 4.0.3 and initiated efforts to complete surveillance test requirements which had been missed.
A detailed surveillance test program review identified that TS                                                         ;
4.7.3.1.b(c) and 4.7.4.1.b(c) were not previously satisfied for either Unit 1 or Unit 2. These surveillance requirements require valve position verification each 31 days and valve cycling each 18 months for system                                                   j valves which service safety-related equipment. The program review identified that previous surveillance test scope was too narrow in that it did not include all CCR and RW valves which serviced safety-related equipment as defined in the station material equipment list (Q List). The revised interpretation of the TS requirements identified approximately 110 additional valves inside containment and several hundred valves outside containment which may require surveillance. A conference call was conducted on January 31 between Duquesne Light Company (DLC) and the                                               j NRC to discuss the issue and DLC's progress toward establishing a basis
         .for requesting enforcement discretion to allow additional time to complete the surveillance requirements.                                   Following this discussion, DLC management concluded that insufficient time remained for DLC to properly prepare and review justification for enforcement discretion.                                                            ,
1 Unit 1 operators began a TS required shutdown at 6:04 pm on January 31.
The unit achieved cold shutdown (mode 5) at 5:35 pm on February 1.                                    Unit
!          2 has remained in mode 5 since an unrelated forced shutdown on December i          16, 1997. DLC anticipates restarting both units approximately February 5,       following completion of required surveillance tests.

The contents of this PN have been communicated to the Pennsylvania, Ohio and West Virginia state governments.
The resident inspectors observed DLC efforts to address the TS surveillance testing issue and monitored portions of the reactor shutdown. The inspectors will continue to evaluate associated licensee corrective actions prior to restart.
