The referenced letter presents NRC concerns related to revision 6 of the AP600 Technical SpeciGcations (TS) not having a Pressure Isolation Valve (P!V) TS. A telecon was held on July 1, 1997, and invoived Messrs. Wong, lisii, and lluffman of the NRC and Messrs. Corletti and Suggs and Ms. Nydes of Westinghouse, During that telecon, Westinghouse explained that, given the NUREG.
1431 Bases for a PlV TS, the AP600 dia not have any valves meeting that criteria and therefore a PlV TS was not included in Revision 6. In addition, Westinghouse explained that the AP600 TS used the same Bases as the CE System 80+ in creating TS Revision 6 and it resulted in no PlV TS for the AP600. Ilowever, the NRC stated they are no longer satisGed with the CE System 80+ Bases and, therefore will not permit Westinghouse to use the same criteria. Further, the NRC expressed concern with the 10 CFR 50.2 deGnition of a PlV and its application to the AP600. Westinghouse took the action to develop a new criteria for creation of a PlV 1S for the AP600 that the NRC would find acceptable.
Attached for NRC review is a dran RCS PIV Integrity TS. The Bases provide the new PlV TS inclusion criteria developed at NRC request. With this submittal, the Westinghouse status for Open item Tracking System item 5527 is changed to Action-N for NRC to provide feedback regarding acceptability of this new TS.
