Joseph M. Farley Nuclear Plant Enhion 1 to the FNP Security Plart FNP-0-M-99 Ladies and Gentlemen:
In accordance with 10 CFR 50.54(p), Southern Nuclear Operating Company (SNC) submits Revtsion I to the FNP Security Plan, FNP-0-M-99. In accordance with 10 CFR 50.4(b)(4), the signed original and three copies are being sent to the Document Control Desk, and two copies are being sent to the appropriate Regional Office.
These changes to the FNP Security Plan incorporate changes previously submitted for your review as Revision 28 by SNC {{letter dated|date=March 25, 1996|text=letter dated March 25,1996}}. 'Ihe changes address the implementation of a hand geometry biometrics system for positive identification. 'Ihe NRC reviewed proposed Revision 28 on March 25,1996 and determined that the changes were consistent with the requirements of 10 CFR 50.54 (p). SNC was informed of the results of the NRC review by {{letter dated|date=April 8, 1996|text=letter dated April 8,1996}}. During a security inspection performed in November of 1997, the inspector identified a concerr about controlling access at gate portals to the Protected Areas. IFI 97-13-01 was written to track the resolution of this concern. A conference call was held with the NRC on January 12,1998, to resolve the IFI. It was agreed on this call that SNC would use a portable hand reader to perform positive identification at all portals to the Protected Areas except the PAP and SAP. 'This revision to FNP-0-M-99 incorporates the use of the portable hand reader.
Revision 28 to the Security Plan was never issued at FNP due to problems with the implementation of the biometrics system. When the Security Plan was converted to a manual it was issued as Revision 0.
SNC has compared the enclosed Revision I changes to those submitted as proposed Revision 28 in the {{letter dated|date=March 25, 1996|text=March 25,1996 letter}}. 'Ihe differences are identified in the comparison summary included in Attachment 1. Changes to FNP-0-M-99 resulting from the implementation of the biometrics system have been issued as Revision I and are described in the change summary descriptions included in Attaclunent I. Attachment I also contains the amended Security Plan pages.
Attachment 2 provides the page removal and insertion instructions to update the FNP Security Plan to                               j FNP-0-M-99, Revision 1.
