* e SECY-85-381 (1)  I approve the miscellaneous amendments and the search rule.
(2) I do not approve the access authorization rule as now written.
There should be a rule,,but this one is too broad and vague. I would prefer a rule that is more specific and that does not leave quite so much to be spelled out in the reg guide.
(3) I would not merely endorse the NUMARC policy statement. It has several flaws among the most important of which are:
(a)   It is not clearly enforceable.
(b) The policy statement does not contain adequate protection against misuse and for the rights of individuals.
(c) Since it is not mandatory, it does not guarantee nationwide consistency.
