The purpose of this letter is to confirm Florida Power Corporation's (FPC) schedule for completing the CR-3 Thermo-Lag Resolution Program, and to address the open requests for exemptions needed in support of our schedule.
On December 21,1995, FPC provided the Nuclear Regulatory Commission (NRC) with the details and an implementation schedule for the CR-3 Thermo-Lag Resolution Program (Reference 1). Subsequently, FPC informed the NRC, in Reference letters 2 and 3, of schedule delays on some of the program milestones.
A meeting was requested by the NRC to discuss current program status and potential schedule delays. On May 20,1997, FPC met with the NRC and provided a presentation and status of the Thermo-Lag Resolution Program. This was subsequently reaffirmed in another meeting with the NRC on CR-3 Appendix R issues on June 11,1997.                                                                                                                             1

Analvsis Changes Removing Reliance on Thermo-Lag Fire Barriers Re-analysis of Thermo-Lag fire barrier reliance is scheduled to be completed 90 days following restart from the current outage. This effort has been accelerated and is anticipated to be completed ahead of schedule. The overall estimate for reduction in reliance on Thermo-Lag fire barriers using re-analysis remains at 62%.
Barrier Uogrades and Reolacement Installation of Mecatiss fire barriers in the Control Complex and upgrades of Reactor Building radiant energy shields is complete. The overall estimate for reduction in reliance on Thermo-Lag fire barriers for these plant modifications is 5%. The NRC indicated they would review the 10 CFR 50.59 evaluation for removing Thermo-Lag from the NI detectors in the Reactor Building as an Inspector Follow-up Item. FPC l           considers this item closed, pending NRC review.
Plant Modifications                                                                   !
As provided in our original Thermo-Lag resolution program, Reference 1, plant modifications were originally scheduled for two refueling outages with an overall completion date in December 2000. It is now estimated that 40% of the required plant modifications will be completed prior to restart from the current outage. The overall estimate for reduction in reliance on Thermo-Lag fire barriers using plant modifications is 18%, hence an estimated 7% reduction in Thermo-Lag fire barriers will be achieved prior to restart from the current outage.
Thermo-Lag Exemotica Reouest As provided in Reference 4, the fourth element of the CR-3 Thermo-Lag resolution is an exemption request. This exemption request includes installing additional i           sprinklers in the Auxiliary and Intermediate Buildings and replacing damaged          .
l           Thermo-Lag in the Intermediate Building with Mecatiss. The design of the new          l sprinklers is currently underway, but installation will no longer be possible during the current outage. Sprinkler installation will begin during the next operating cycle and be completed during Refuel 11.            FPC requires this exemption to meet the

overall schedule for Thermo-Lag resolution for the remaining 15% of the Thermo-Lag fire barriers. As stated in the June 11,1997 meeting, FPC has confirmed that      !

l none of the open Appendix R issues _ at CR-3 would impact the validity of this exemption request. NRC action is requested on the Thermo-Lag exemption request.

FPC also requested an exemption for Emergency Lighting in Reference 4. Based on         !
resolution of open Appendix R issues in conformance with Appendix R l
;.            requirements, none of the open Appendix R issues at CR-3 will have any impact on this exemption. No further Emergency Lighting exemption requests are required.           .

Conclusions FPC has made excellent progress in resolving Thermo-Lag fire barrier. issues at CR-     j

program is on schedule and will be completed on or before December 29,2000.
However, final completion of this program is dependent on NRC decisions regarding       ;
l             FPC's exemption request, Reference 4. In order to maintain current schedules, FPC       !
is proceeding with design and installation assuming that these exemptions will be        i granted'as requested.                                                                   l I
