==Dear Sir:==

The purpose of this letter is to change the date for completing Emergency Operating Procedures (E0Ps) at Crystal River 3 (CR-3) from March 31, 1997 to August 29, 1997. Reference B informed the NRC that Florida Power Corporation (FPC) would complete the Emergency Operating Procedure Enhancement Program at Crystal River Unit 3 by March 31, 1997. This change is necessary to ensure the E0Ps contain the technical and design basis improvements identified during the current outage, which will complete in December,1997. The E0P Enhancement Program as previously identified in References A and B continues to progress.
The revised E0Ps will be issued by November 21, 1997, which is prior to restart from the current outage. In addition, operating crews will be trained prior to changing to Mode 4 or above. The completion of the E0P enhancements is required to support operating crew training, which is being tracked as Restart Item 0-3 (Reference C - Restart Issues List).
