Emergency Plan Implementing Procedure Revision Pursuant to Title 10, Code of Federal Regulations (10 CFR) 50.54(q)(5), and 10 CFR 72.44(f),
the Tennessee Valley Authority (TVA) is submitting a description of changes to the Watts Bar Nuclear Plant (WBN) Radiological Emergency Plan (REP). The affected documents are the WBN Emergency Plan Implementing Procedures (EPIP) listed below:

Corrected NPG-SPP-03.21 title to Nuclear Fatigue Management Program.
Removed references to pagers and Emergency Paging System due their removal.
Replaced use of Appendix with Attachment.
Added place to record priority in Attachment 6 (OSC Team Briefing/Debriefing Form).
Updated field team turn-back value from a single value to situation dependent guidance.

Radiation Protection (RP) Boardwriter to ensure related habitability signage is updated.
Removed incorrect location for listed tool kits in OSC Teams Coordinator responsibilities.
Added column to record Employee Identification Number (EIN) on the roster in 1 (OSC Roster).
EPIP-15 revision 21 enacted the following changes:
Revised a paragraph to provide missing information implied in Attachment 4 (Authorization To Exceed Occupational Dose Limits Form) and to provide clarity. Added electronic routing (scan/email) to this process.
Deleted an unnecessary and incorrect NOTE related to location of definitions within this procedure.
Moved a note related to Site Emergency Director (SEO) verbal approval to subsection/
step and added clarity to match Sequoyah Nuclear Plant (SQN) EPIP-15 (Emergency Exposure Guidelines).
Moved the last page in Attachment 2 (General Instructions For Emergency Exposures) to Attachment 4 as stand-alone attachment for ease of use and updated all references to former location of the form.
The above changes were evaluated in accordance with 10 CFR 50.54(q)(3) and 10 CFR 72.44(f). TVA determined that the changes did not reduce the effectiveness of the WBN REP. The WBN REP, as revised, continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
