Emergency Plan Implementing Procedure Revision Pursuant to Title 10, Code of Federal Regulations (10 CFR) 50.54(q)(5), and 10 CFR 72.44(f),

the Tennessee Valley Authority (TVA) is submitting a description of changes to the Watts Bar Nuclear Plant (WBN) Radiological Emergency Plan (REP). The affected documents are the WBN Emergency Plan Implementing Procedures (EPIP) listed below:

EPIP Revision Title Effective Date 2 44 Notification of Unusual Event 07/19/2021 3 47 Alert 07/19/2021 4 45 Site Area Emergency 07/19/2021 5 55 General Emergency 07/19/2021 Description of Changes EPIP-2 revision 44 enacted the following changes:

Revised all Appendices to be Attachments and corrected attachment title capitalization.

Removed underlines from procedure and Attachment references, to align with Writers Guide.

Added steps to perform State Notification if Central Emergency Control Center (CECC) is staffed.

U.S. Nuclear Regulatory Commission WBL-21-038 Page 2 August 5, 2021 Simplified check boxes for release status in Attachment 1 (Notification of Unusual Event Initial Notification Form). Added instructions to Attachment 1 as an aid to fill out the form, and added criteria to determine if a release is in progress.

Revised Attachment 3 (Notification of the Nuclear Regulatory Commission (NRC) (NRC EVENT NOTIFICATION WORKSHEET)) to include specific information for each Unit, and added additional information to a Note to aid in filling out the worksheet.

Added in Attachment 8 (Activation of Emergency Response Organization (ERO) using TVA Enterprise Emergency Notification System (TEENS)) steps to perform alternate activation of TEENS from Main Control Room (MCR) and to perform Alternate Backup ERO Activation using manual call-out.

EPIP-3 revision 47 enacted the following changes:

Changed all Appendix to Attachments to align with Writers Guide. Retitled Section 5.0 (Illustrations /Attachments) from Appendix to Attachments, and changed each reference from Appendix to Attachment throughout procedure.

Removed underlines from procedure and Attachment references, to align with Writers Guide.

Updated Attachment 1 (Alert Initial Notification Form) to a new format, added instructions to fill out the form, and added guidance to determine if a release is in progress.

Changed the format for denoting release in progress.

Reformatted headings and action steps to align with Writers Guide and capitalized all Section Headers and revised incorrect section and subsection to action steps in some Attachments.

Revised Attachment 3 (Notification of the Nuclear Regulatory Commission (NRC) (NRC Event Notification Worksheet)) to include specific information for each Unit and added direction in a Note to obtain information from Operations to fill in the worksheet.

Removed words Plant Extension and entered complete telephone numbers to the notification steps in Attachment 4 (Notification of Site Personnel). Revised wording in some steps to perform applicable steps of EPIP-11 (Security and Access Control) and EPIP-14 (Radiological Control Response).

Renamed old Appendix H to new Attachment 8 (Alternate ERO Activation) and removed information that referred to the Emergency Paging System. Removed all references to the Paging system throughout the procedure. Added steps to have Shift Manager (SM) perform TEENS activation from the MCR

Changed all Appendix to Attachments to align with Writers Guide. Retitled Section 5.0 (Illustrations /Attachments) from Appendix to Attachments and changed each reference from Appendix to Attachment throughout procedure.

Removed underlines from procedure and Attachment references to align with Writers Guide.

Updated Attachment 1 (Site Area Emergency Initial Notification Form) to a new format, added instructions to fill out the form, and added guidance to determine if a release is in progress.

EPIP-5 revision 55 enacted the following changes:

Changed all Appendix to Attachments to align with Writers Guide. Retitled Section 5.0 (Illustrations /Attachments) from Appendix to Attachments and changed each reference from Appendix to Attachment throughout procedure.

Removed underlines from procedure and Attachment references, to align with Writers Guide.

Revised the title of subsection 3.1 for efficiency.

Updated Attachment 1 (General Emergency Initial Notification Form) to a new format, added instructions for filling out the form, and guidance for determining if a release is in progress.

Renamed Attachment 4 (Notification of the NRC) and renamed Attachment 7 (Technical Support Center (TSC) General Emergency Classification Instruction) for efficiency.

Added to a Note in Attachment 4 to obtain information from other sources to fill in the worksheet.

Updated Protective Action Recommendation (PAR) Chart with a new picture.

Revised the title of an Appendix to a new Attachment 9 (Alternate ERO Activation) and removed all steps for use of Emergency Paging System. Added steps for the SM to contact a vendor to activate TEENS.

U.S . Nuclear Regulatory Commission WBL-21-038 Page 4 August 5, 2021 The above changes were evaluated in accordance with 10 CFR 50 .54(q)(3) and 10 CFR 72.44(f) . TVA determined that the change did not reduce the effectiveness of the WBN REP .

The WBN REP , as revised , continues to meet the requirements in Appendix E to 10 CFR 50 and the planning standards of 10 CFR 50.47(b).
