Gentlemen:

The NRC issued Generic Letter 89-08 under 10 CFR 50.54(f) to obtain information regarding the implementation of an erosion / corrosion monitoring program. As discussed below, LP&L has implemented an erosion / corrosion monitoring program, administered under procedure N0ECP-254, " Control of Erosion / Corrosion" (Reference 2), which meets the intent of NUMARC guidel'ines in Appendix A of NUREG-1344 (Reference 3).

During the first refueling outage at Waterford 3 (December 1986), initial examinations were performed for detection of pipe wall thinning.

Since the initial examination, the program has evolved into one which implements formal administrative controls ensuring long-term implementation of the program. The program systematically ensures erosion / corrosion does not cause unacceptable degradation in single phase and two phase flow high energy carbon steel systems. The program specifies departmental responsibilities, acceptance criteria, disposition of results, program scope expansion requirements, and examination frequency. The administrative controls (Reference 2) are available for NRC inspection.
