As a. result of continuing discussions with the NRC on the ATWS requirement for a Diverse Emergency Feedwater Actuation System (DEFAS) and its pending implementation at Waterford 3, the Waterford 3 Diverse Scram System (DSS) design has been affected, rendering the design information previously sub-mitted in References 1, 2 and 3 inapplicable. Therefore, the attached re-port was prepared to provide a description of a revised functional design of a DSS, which is referred to as a Diverse Reactor Trip System (DRTS) in the report, based on implementation of a DEFAS and to provide a proposed functional design of a DEFAS for Waterford 3.

The report also provides responses to the December 20, 1988 Request for Additional Information based on the new designs.

We recognize that the July 12, 1989 meeting between the NRC and the Combustion Engineering Owners Group addressed several outstanding issues associated with DEFAS design. It may be wortnwhile to provide supplemental information to this report following publication of the NRC meeting summary O((
