OBJECTIVES I
As a result of discussions between Louisiana Power and l
Light Company (LP1L), the Nuclear Regulatory Commission -
Region IV (NRC), the Federal Emergency Management Agency
- Region VI (FEMA), the Louisiana Nuclear Energy Division (LNED), Louisiana Office of Emergency Preparedness (LOEP), St. Charles and St. John the Baptist Parishes, l
-general objectives and guidelines have been developed for l
the 1987 Emergency Preparedness Exercise at Waterford 3 Steam Electric Station, which is' scheduled to be conducted on October 14, 1987.
A.
Exercise Objectives 1.
For the LP&L (Licensee) Emergency Response Organization l
a.
Demonstrate proficiency in classifying the emergency condition.
b.
Demonstrate the ability to mobilize emergency response personnel.
1 c.
Demonstrate prompt notii'ications of emergency classifications and protective action recommendations to offsite agencies.
d.
Demonstrate the ability of the LP&L Emergency Response Organization to establish command and control and maintain continuity of command and control throughout the exercise, e.
Demonstrate adequate and effective use of emergency communications equipment and communications procedures and methods, f.
Demonstrate the ability to develop, coordinate, and disseminate timely and accurate public information bulletins.

Demonstrate the ability to provide onsite j
first-aid and obtain appropriate offsite i
medical care for simulated injured contaminated personnel.

Demonstration of response;to.an emergency occurring between 1800 and 2400 was accomplished during an actual event (Hydrogen Fire) on March 5, 1987.

Demonstrate coordination of protective action recommendation decision-making activities with NRC (if NRC participates) and Louisiana Nuclear Energy Division in the Emergency Operations Facility.

Demonstrate the following accident mitigation activities:
accident analysis and accident mitigation decision-making, use of the' Post Accident Sampling System
.to draw a primary sample under postulated accident conditions, sample analysis activities.

Demonstrate the ability to perform a site evacuation and offsite assembly by evacuating site personnel to parking lots and sending a select group of personnel to an offsite assembly area.

Demonstrate accountability after a site evacuation and continuous accountability for emergency response facilities.

Demonstrate security measures at each of the LP&L emergency response facilities.

Demonstrate the ability to conduct a post-exercise critique to determine areas requiring additional improvements.
