Attachmtnt to W3P87-0562 Sheet 1 of 1 LP&L Response to NRC Request for Information Identified in Inspection Report 86-18 Louisiana Power & Light shares your concern about the turnover rate among the technical support staff for the Radiation Protection Program. As mentioned in your letter, you recognize that root causes for this turnover need to be addressed. LP&L is satisfied that multiple causes existed and for the most part they were intrinsically tied to the individual desires and career decisions of the personnel who left.

One Health Physics Plant Staff Engineer was selected and transferred to the Shift Technical Advisor (STA) training program. This senior individual departed the Health Physics organization prior to the transfer of one and termination of another senior staff member. Had the latter events been foreseen, or occurred earlier, promotion into the STA group would have been postponed. The person terminated was terminated for cause for failure to comply with the fitness for duty program. The person transferred was the Radiation Protection Superintendent. This transfer was a management decision that was made in the best interests of long term strengthening for the organization.

As an interim measure LP&L has used very experienced contract personnel to fill two engineering positions. These individuals were of great assistance to us during the recent refueling outage and performed admirably.

Presently, we are in the process of interviewing personnel to fill the permanent staff positions. The goal is to have staffing completed by June, 1987.

Two corporate staff technical support personnel also left the company during the referenced period of about January through November, 1986. One returned to the southeastern part of the country where he has family ties and the other went to work for a consulting firm. Both of these individuals have been replaced.

The recent reorganization transferred two of the corporate personnel to the site and placed them in the Radiation Control Group of the Nuclear Operations Support & Assessments Department. Currently, the corporate and the Radiation Control Group staffing is at the 100 percent level. With this group located onsite, they are able to be more closely involved with and support the plant Health Physics Department.

Three positions are vacant in the plant staff technical support area. Two of these are the results of actions previously stated and a new position was recently authorized by management. We will continue to use the two contract personnel until the plant staff permanent positions are filled.

LP&L believes that the addition of the new Radiation Protection Superintendent, who possesses strong leadership and managerial traits, will be a stabilizing force within the Health Physics Department and thus contribute to reducing the turnover of personnel experienced in the past.
