Waterford 3 SES Docket No. 50-382 IE Circular 77-04 Inadequate Lock Assemblies The subject IE Circular identifies inadequate lock assemblies used for securing material access and vital areas. This Circular was generated as a result of physical security inspections which uncovered locking assemblies that were inadequate, improperly installed, or inoperable due to lack of maintenance.

Our lock and key control system was inspected by the NRC (J. Kelly, Chief, Physical Security Section) and was found to be inadequate in certain areas, due to the fact that permanent security lock cores had not yet been installed. The design of permanent lock and key control system was, however, accepted via NRC Inspection Reports 50-382/8415-07 and 50-382/84-22.

To facilitate replacement of the specific temporary security lock cores identified with permanent cores, Station Modification 84-450 was generated.

This modification addressed specifically doors D180, D128, and D194 with only the latter two being required prior to Fuel Load.

Security door D180 is a locked door with control room authorization required for access. The modifica-tion (s) to this door will be addressed at a later date and were not intended to be a Pre-Fuel Load requirement.

The current schedule for completion of SM-450 with regard to doors D128 and D194 is late November. As this does not meet LP&L's anticipated Fuel Load schedule, we intend to post security guards at door D128 and D194 as an interim measure, and complete installation of the permanent lock cores prior to achieving initial criticality. These doors are located on the +35 level of the RAB as shown by Attachment I.
