Waterford 3 SES Docket No. 50-382 Emergency Alert / Notification System Please find attached two copies of the Alert / Notification System Report. This Report describes the Alert / Notification System to be used in the vicinity of the Waterford 3 station in accordance with federal regulation and guidance. Several items are called to your attention.
First, as described in Attachment 5.2 of the Report, initial tests have indicated a need for additional fixed sirens to satisfy the criteria for the primary system. These siirens are on order and will be installed upon delivery.
Also, the PA systems for the helicopter alerting and the automatic telephone disling devices are on order, but have not as yet been delivered. All of the above components are part of the primary alert system and will be in place prior to exceeding five percent power. The backup alert methods described in the report are available if needed to augment the primary system until it is completed.
Second, LP&L intends to perform an integrated test of the Alert / Notification System when the primary system is completed. This test will be performed prior to exceeding five percent power.
Finally, the Waterford 3 site is surrounded by extensive wetland areas.

Essentially all of the permanent residential, commercial, and industrial population are alerted by components other than the helicopters, as described in the report.
