SECY-25-0045: Recommendations for Revising the Reactor Oversight Process In SECY-25-0045, the NRC staff laid out a thoughtful set of recommendations to enhance the efficiency of the Reactor Oversight Process. Each proposal reflects a clear understanding of how to advance our oversight mission while upholding the NRCs role as the gold standard of safety regulation. I appreciate the staffs commitment to continuous improvement and their ability to meet the moment with both clarity and care. Their work demonstrates that we can modernize with integrity and streamline where appropriate, without compromising the safety that anchors public trust. Accordingly, I approve:

Options 1, 2, and 3 related to the Assessment Program and Option 1 related to Initial Operator Licensing Examinations.

The proposed enhancements to the cross-cutting issues program reflect progressbut were not there yet. As it stands, the program remains too subjective and needs further refinement to truly serve its purpose. That said, the paper rightly notes that eliminating the program altogether would remove the only ROP element that captures insights into safety culture performance. We shouldnt lose that. Instead, the staff should explore objective ways to evaluate safety culture and provide a notation vote paper to the Commission with their findings.
