SECY-24-0058: Rulemaking Plan on Drug and Alcohol Testing: Technical Issues and Editorial Changes I thank the staff for their diligent work to bring the NRCs regulations for drug and alcohol testing into better alignment with current program requirements throughout the government. Conducting the rulemaking as recommended in this paper would further this effort by updating NRC regulations to better reflect drug testing program requirements of other federal agencies. This consistency will help the NRC to increase effectiveness and efficiency within the government.
Additionally, having a strong, up-to-date framework for drug testing could be a benefit to safety at nuclear facilities.
For these reasons, I approve the staffs recommendation to initiate a rulemaking amending 10 CFR Part 26 to fix technical and administrative issues associated with the implementation of drug and alcohol testing program requirements, and to resolve three pending petitions for rulemaking. I look forward to continuing to follow this effort, including public comments received, during the rulemaking process.
