RECOMMENDATIONS FOR MODIFYING THE REACTOR OVERSIGHT PROCESS FOR NEW LARGE LIGHT WATER REACTORS WITH PASSIVE SAFETY SYSTEMS SUCH AS THE AP1000 (GENERATION 111+.REACTOR DESIGNS)
The Commission has approved the staffs recommended Option 1, to eliminate the Mitigating Systems Performance Index performance indicators for the AP1000, with no new performance indicators being developed during initial operation and with limited modifications being made to the baseline inspection program, as described by the staff in the paper.
In the first three annual self-assessment reports for the Reactor Oversight Process (ROP) that occur after the initial Vogtle AP1000 unit is operating, the staff should include in th.e self- .
assessment report a section reporting on any insights, trends, or lessons learned in applying this modified ROP at the Vogtle units. The staff should also provide in its report (1) an assessment of utilization of the "larger-than normal complement of inspectors" and the projected workforce plan to arrive at steady-state staffing levels, and (2) an assessment of the appropriate treatment of non-safety-related systems in the baseline inspection program for AP1000.
