FACILITY OPERATING LICENSE NPF-30 PHYSICAL SECURITY PLAN. REVISION 12 Pursuant to the requirements of 10 CFR 50.5 4 (p), Union Electric Company furnishes four copies of Revision 12 of the Callaway Plant Physical Security Plan. Distribution of these documents is outlined on the attachment. Changes incorporated into this revision are consistent with 10 CFR 50.54(p) and do not decrease the effectiveness of the security program.

The revision incorporates the following changes:

1. Change to the document title to add the Independent Spent Fuel Storage Installation (ISFSI)
2. Change to Callaway Plant Figure 1 to reflect changes to the Protected Area (PA) barrier, installation of the ISFSI, and additional support buildings.
3. Change to Callaway Plant Figure 2 to reflect changes to the Protected Area (PA) barrier, installation of the ISFSI, and additional support buildings.
4. Change to Appendix C, Safeguards Contingency Plan to add Section 5.9, Independent Spent Fuel Storage Installation, to identify the protection strategy for ISFSI.
5. Change to Appendix C, Safeguards Contingency Plan to revise the eighth paragraph in Section 7, Protective Strategy, to remove an environmental feature (slope) that was eliminated during The enclosed document contains Safeguards Information within the scope of 10 CFR 73.21.

Removal of enclosures declassifies this document.

6. Added a new Appendix D, Callaway Plant Security and Contingency Plan for the Independent Spent Fuel Storage Installation which is a new appendix specific to the ISFSI.
