Tomaximizeconsistency,aidinthereviewbyMembersofthePublic, andtoalloweasierindustrywidecomparisonofthedata,thisreport ispresentedintheformatrecommendedbyRegulatoryGuide1.21, revision2,insofarasispracticable.Callawayiscommittedtorevision 1ofRegulatoryGuide1.21,andsomeoftheinformationisnotreadily availableintheformatrecommendedbyrevision2.

. Gaseous Effluents Thequantityofradioactivematerialreleasedingaseouseffluentsduringthereportingperiodis summarizedinTableA1.Thequarterlyandannualsumsofallradionuclidesdischargedin gaseouseffluentsarereportedinTablesA1AandA1B.Allgaseouseffluentreleasesare consideredtobegroundlevel.
14Chasbeenaddedtothegaseouseffluenttables.BasedonnewNuclearRegulatory Commissionguidance,beginningwiththe2010report,allU.S.nuclearpowerplantswillinclude 14CdosesintheirARERR.
14Cisanaturallyoccurringisotopeofcarbon.Itisproducedcontinuouslybycosmicray interactionwithoxygenandnitrogenintheupperatmosphere.Carbondating,using14C,isa veryreliabletoolindatingoforganicmatterupto30,000yearsold.14Cisalsoabyproductof nuclearweaponstestingandnuclearpowergeneration.Nuclearweaponstestinginthe1950s and1960ssignificantlyincreasedtheamountof14Cintheatmosphere.Theamountof14C producedbynuclearpowergenerationismuchlessthanthatproducednaturallyorfrom weaponstesting.1 Thelevelof14Cdischargedingaseouseffluentshasnotincreased.Improvementsinnuclear powerplantoperationhavesignificantlyreducedtheoverallquantityofradioactivityreleasedin planteffluents.Oneconsequenceofthissuccessisthatformostnuclearplants14Cmaynowbe aprinciplenuclideasdefinedinRegulatoryGuide1.21,revision2,andassuchmustbereported intheARERR.
Theradiationdosetothepublicfromallradionuclides,including14C,continuestobeasmall fractionoftheregulatorylimits.
Theamountof14CreleasedingaseouseffluentswascalculatedasdescribedinEPRITechnical Report10211062andisdocumentedinHPCI1102.3

Liquid Effluents Thequantityofradioactivematerialreleasedinliquideffluentsduringthereportingperiodis summarizedinTableA2.Thequarterlyandannualsumsofallradionuclidesdischargedinliquid effluentsarereportedinTableA2A.Allliquideffluentsweredischargedinbatchmode;there werenocontinuousliquiddischargesforthereportingperiod.DilutionbytheMissouriRiver,in theformofthenearfielddilutionfactor,isutilizedintheODCMdosecalculationmethodology.

6.4 Annual Land Use Census Changes Theevaluationofthe2010LandUseCensusisdocumentedinHPCI1003.Therewereno changesinthelocationofthenearestresidentorthelocationofthenearestvegetablegarden withthehighestvalueofD/Q.TherewerenomilksampleprovidersidentifiedandtheCallaway Plantcontinuestosamplegreenleafyvegetationinlieuofmilk.Therewerenochangesinthe greenleafyvegetationsamplelocations.
6.5 Effluent Monitoring System Inoperability SpecificationscoveringtheLimitingConditionsofOperations(LCO)foreffluentmonitoring instrumentationareprovidedinRadiologicalEffluentControl(REC)16.11.1.3and16.11.2.4.
TheACTIONstatementimplementsprovisionsthatwhentakenasspecifiedcomplete requirementstodemonstratefunctionality.WhentherequiredACTIONisnotmet,the equipmentisremovedfromserviceordeclarednonfunctional.Thisreportprovidesexplanation forperiodsoftimewheninoperabilityoccurred.
GHRE0010B,RadwasteBuildingWideRangeGaseousEffluentsMonitor,Not FunctionalforMorethan30Days On12/23/2009,aninstrumentloopcalibrationwascompletedforthewiderangeRadwaste Buildingventilationmonitor,GHRE0010B.Thechecksourcefunctionedsatisfactorilyforthelow rangedetector,themidrangedetector,andthehighrangedetector.However,whenthe calibrationwascompletedthehighrangedetectorchannelwouldnotreturnfrombluestatusto greenstatus(bluestatusmeansanoperatefailurealarmonthechannel).Thisresultedina conditionwherethemonitorwascorrectlyperformingitsindicationandODCMsamplingforthe lowandmidrangechannels,butthehighrangechannelcouldnotbeconfirmedfunctional.
FollowingareviewbytheEngineeringDepartmentandtheControlRoom,GHRE0010Bwas returnedtoserviceon12/23/2009withthehighrangechannelstillinoperatefailurestatus.
Thelowrangechannelwasoperatingnormally.ItwasthoughtthattheODCMsetpoint providingalarmandisolationwasintherangeofthelowrangechannel,thereforethemonitor mettheoperabilityrequirementsofREC16.11.2.4withoutafunctionalhighrangechannel.This reflectsabasicmisunderstandingofthemonitordesign:TheODCMsetpointandthealarmand isolationfunctionsareprovidedbytheeffluentchannel,notthedetectorchannels.Analgorithm isusedtodeterminewhichchannellow,mid,orhighrangeprovidestheinputtotheeffluent channel.Anewworkrequest,job09008605wascreatedtotroubleshoottheoperatefailure conditiononthehighrangechannelalongwithacorrectiveactionrequest(CAR200910504)to documentthestatus.
MonitorGHRE0010BoperatedinthisconditionuntilMarch5,2010,whenthevendorsanalysis ofcertainparametersindicatedtheoperatefailurestatusonthehighrangechannelwasdueto Enclosure to ULNRC-05784 Page 5 of 40
5 timingissueswhichaffectedthealgorithmusedtodeterminewhichchannelprovidestheinput totheeffluentchannel.ThisresultedinCAR201001963toevaluatefunctionalityof GHRE0010B.AlthoughGHRE0010BwascorrectlymonitoringinaccordancewithREC16.11.5.2, GHRE0010Bwasdeclarednonfunctionalbecauseitwasnotcertainthatthealgorithmwould alwaysselectthecorrectdetectorforinputtotheeffluentschannel.
Underonsitedirectionbythevendor,themonitordatabasewasresetandanewhighrange channelchecksourcewasinstalled.Thehighrangechannelwassubsequentlyreturnedto normalandthemonitorwasreturnedtofunctionalstatusonMarch18,2010.Areviewofthe datafortheeffluentschannelfrom12/23/20093/18/2010indicatesthemonitoroutputwas stableduringthattimeperiodandtherearenoindicationsthealgorithmselectedthewrong channelforinputtotheeffluentchannel.
HBLT2004,DischargeMonitoringTankALevelTransmitter,NotFunctionalfor Morethan30Days OnJuly21,2010,duringsurveillancetestingofHBLT2004,itwasnotedthattheasfound conditionwasnotwithincalibrationforthelowertripandrestvalues.Theunitwasslowto respondwhichisindicativeofaproblemwiththesensingbellows.Thisconclusionwas supportedbysludgefluidpresentwhentheplugwasremovedatatestconnection.HBLT2004 wasdeclarednonfunctionalandenteredintotheEquipmentOutofServiceLog(EOSL).The EOSLentrycorrectlystatedthattherewasa30daylimitontheACTIONstatement.
Therewasadesignchangealreadyplannedandajobwrittentoreplacethewholetransmitter.
RepairofHBLT2004wastiedtothatjob.PursuanttoACTION33,alternatemethodswere implementedtoallowdischargestocontinue.ThereisnotimelimitstatedinACTION33, howeverREC16.11.1.3,ACTIONbstatesthatreleasescancontinuefor30daysprovidedthe ACTIONistaken.ThejobforreplacingthewholetransmitterwasplannedforSeptember30, 2010.Thoseresponsibleforplanningtheworkdidnotunderstandatthetimethatthereisa30 daylimitontheACTIONstatement.
OnAugust18,2010,CAR201007873waswrittenstatingthatHBLT2004exceededthe30day limitstatedinREC16.11.1.3,ACTIONb.HBLT2004wasreturnedtofunctionalstatuson September30,2010.
6.6 Offsite Dose Calculation Manual Changes TherewerenochangestotheOffsiteDoseCalculationManualduringthereportingperiod.
6.7 Process Control Program Changes AdministrativechangesweremadetoAPAZZ01011,ProcessControlProgramdueto organizationalrealignment.TherewerenosubstantivechangestotheProcessControlProgram duringthereportingperiod.
