2) ULNRC-03514 Dated January 10, 1997 Union Electric Company herewith transmits an application for amendment to Facility Operating License Number NPF-30 for the Callaway Plant. This application revises the Surveillance-Requirements of Technical Specification (TS) 3/4.7.4 " Essential Service Water System" by removing the requirement to perform Surveillance Requirements-4.7.4.b.1, 4.7.4.b.2 and 4.7.4.c during shutdown. _This constitutes a literal Technical Specification compliance issue as documented in' Licensee Event Report-96-007-00 (Reference 2).

The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and approved the amendment request. Attachmente 1 through 3 provide the callaway current and standard Technical Specification changes, Significant Hazards Evaluation, j and Environmental Consideration, respectively.. We have ,gi f r

concluded that this amendment request does not involve f W/

a'significant hazard consideration as determined per, 10CFR50.92. Pursuant to 10CFR51.22 (b) , no environmental impact statement or environmental t assessment need be prepared in connection with the issuance of this amendment.
