Status of Clinton Power Station Plan for i Excellence Initiatives and the 1999 Business Plan  !

Dear Mr. Dyer:

This letter transmits a summary of the status of our Plan for Excellence (PFE) initiatives (Attachment 1) and the Clinton Power Station (CPS) 1999 Business Plan (Attachment 2). The PFE was our plan for improving performance at CPS and it contained restan, near-term and long-term actions.

Prior to the successful restart of CPS, our focus was on implementing the actions needed to support the safe restart of the plant. As a result, some near- and long- l term planned performance improvement actions contained in the PFE were completed later than originally scheduled. The enclosed documents provide the status and l disposition for those actions not completed to date. l

Currently, approximately 80 percent of the 1432 actions contained in the PFE

have been completed. The more noteworthy PFE actions yet to be completed to sustain performance improvement at CPS have been incorporated into the 1999 Business Plan and are annotated as PFE items. Various other PFE initiatives have been deleted, some irdtiatives have been postponed and will be considered during development of the 2000 Business Plan, and the remaining initiatives continue to be scheduled for completion.

The PFE will coexist with the 1999 Business Plan but will be phased-out after 1999.

1138 Summary of PFE Actions Deleted

' Most of the actions deleted were long-term actions associated with improvements to current Illinois Power (IP) processes that will likely be replaced as the plant is sold to AmerGen, especially in the human resource area.

Examples include actions to promote the IP reward and recognition program, creating an on-line system for personnel access to IP employee benefits, and revisions to staffing processes. In addition, some actions were deleted because the actions were ongoing level of effort, or the original issue was sddressed by other means. ,

Summary of PFE Actions Postponed A small fraction of PFE actions have been postponed. These actions will be considered when CPS develops the year 2000 business plan. The actions were postponed primarily because other actions have to be completed first, or because CPS has higher priority initiatives for 1999. For instance, certain software upgrades will depend on the processes that will be used across multiple plant sites. The plans to provide business skills training to CP3 employees, and to work with an area community college to offer credit courses on site, were postponed due to higher priorities. In another example, plans to install and implement a new hand geomatry security system are on hold until this capital improvement is reviewed, prioritized, and re-authorized under a new prioritization process. Postponing these actions will have no affect on the safe operation of CPS.-

Relationship to CPS Business Plan The more noteworthy PFE actions are cited in the 1999 Business Plan. The PFE will coexist with the Business Plan for 1999, after which time the PFE will be phased out.
