Clinton Power Station Westinghouse Circuit Breaker Refurbishment Schedule
Dear Mr. Beach:
In Illinois Power letter U-602784, dated July 9,1997, Illinois Power committed to providing the schedule for the refurbishment of the Westinghouse, divisional, safety-related, circuit breakers. Lilinois Power's plan is to ensure all safety-related l
Westinghouse circuit breakers are refurbished at the earliest possible opportunity. This schedule, in concert with the inspection and test plan previously discussed, ensures the operability of these circuit breakers now and in the future. Described below is the schedule for the refurbishment of the Westinghouse circuit breakers.
In order to expedite the refurbishment of the Westinghouse safety-related circuit breakers Illinois Power will refurbish existing spare Westinghouse safety-related circuit fj breakers as well as purchase eleven new Westinghouse DHP circuit breakers.
D Illinois Power will refurbish one spare Westinghouse safety-related circuit breaker every six to eight weeks. These refurbished circuit breakers will be installed in a Division Il circuit breaker cubicle until all Division Il circuit break ers have been replaced with refuibished or new circuit breakers. This process will begin once the contract with the refurbishment vendor is approved. This contract is expected to be i
approved by August 22,1997.

l February 1998. These circuit breakers, along with refurbished spare circuit breakers, will be installed in the plant such that all Division II safety-related circuit breakers will have l
been replaced prior to the start of a planned mid-cycle outage. (Note: The Division II L
MCC main feed circuit breaker was refurbished in 1995 and is presently installed in Division II.) This outage is scheduled to start in April of 1998.
i Once the Division II safety-related circuit breakers have been replaced, Division I l
circuit 'oreakers will be replaced with refurbished or new circuit breakers. This will be an l
ongoing process as refurbished or new circuit breakers become available and plant
. conditions allow their replacement. It is expected that nine of the ten Division I safety-l
' related circuit breakers will be replaced with refurbished circuit breakers by September 25, 1998.. The remaining circuit breaker, the MCC main feed circuit breaker, requires a plant i
outage to replace. This replacement will be performed during the next refueling outage which is scheduled to begin in the Spring of 1999.
