to Generic Letter (GL) 96-06, " Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions" l
Dear Madam or Sir:
f The purpose of this letter is to provide a supplement to IP letter U-602686, l
' dated January 28,1997. IP letter U-602686 provided IP's 120-day response to GL 96-06. In that letter, penetration IMC-086 was identified as not being susceptible to overpressurization. After further review, it has been determined that this penetration could be susceptible to overpressurization as described in GL 96-06.

Penetration 1MC-086 contains the Reactor Water Cleanup (RWCU) system to main condenser blowdown line. Thejustification to exclude this penetration in IP's previous letter was that the RWCU system is at high temperature and pressure during operation and would cool under Loss-of-Coolant Accident (LOCA) conditions.
However, this line is normally used only during startup to remove excess reactor vessel inventory to the condenser. As such, after this line is isolated the reactor water contained in the penetration could be relatively cool and would subsequently heat up and expand during a LOCA.

l In IP's January 28,1997 letter, operability for penetrations IMC-050, 065, 069,

l 070,103, and 104 was determined using measured valve leakage. Penetration 1MC-i 086 is now included in this category. Analyses for these seven penetrations show the current measured containment isolation valve leakage to be sufficient to prevent overpressurization. However, since these analyses are based on current leakage rates, l
reevaluation will be required each time new leakage data is obtained or if maintenance is f
l performed that could affect the leakage rate. To eliminate this need for continued I
monitoring and reanalyzes, IP intends to modify these penetration
