Request for Information on Regulatory Guide 1.97 Comoliance at Clinton Power Station

Dear Sir:

Illinois Power (IP) received a request for information from the NRC Licensing Project Manager for Clinton Power Station (CPS) dated April 14,1993. Specifically, the letter asked that Illinois Power review the CPS neutron flux monitoring instrumentation against the alternate functional design criteria. identified in the BWR Owners'. Group topical ' report -

l NEDO-31558, " Position on NRC Regulatory Guide 1.97, Revision 3, Requirements for Post.

l Accident Neutron Monitoring System." The alternate criteria were proposed in the topical.

report in lieu of the category I criteria stated in Regulatory Guide 1.97. In addition, the letter :

requested that IP. notify the NRC, within 60 days of receipt of the letter, the actions IP plans to -

take and the schedule for implementation. This letter constitutes the required 60 day response.

IP intends to review the CPS neutron monitoring instrumentation against the alternate criteria as identified in NEDO-31558. The results of this review will be documented in'a letter -

to the NRC including, for those criteria we do not comply with, a commitment and schedule to -

meet the criteria or supporting justification for any deviations. In addition, as emphasized in the NRC letter, IP will perform a plant specific evaluation to review the power supplies to the z neutron monitoring instrumentation including the recorders.

This evaluation will include'-

consideration of whether power would be lost during design basis events as a result of load g

shedding logics or similar schemes, and whether a single power supply failure could result in.

the loss of all channels. IP will provide the results of this review by August 31,1993.'
