Clinton Power Station Nuclear Plant License Renewal - Proposed Rule Dear Sirt The purpose of this letter is to comment on the Advance Notice of Proposed Rulemaking regarding nuclear plant license renewal published in the Federal Register of August 29, 1988. Illinois Power Company (IPC) endorses the Nuclear Management and Resources Council (NUKARC) position on this important matter. We understand that NUMARC will convey that position directly to the NRC before the corcent period expires October 28, 1988.

IPC also wishes to respond to the NRC request in NLAEG-1317 for operating experience and data. As you are aware IPC's Clinton Power Station (CPS) has only recently begun comercial operation. Although plant availability has been good, sufficient operating experience has not been accumulated to produce the kind of information upon which future NRC analyses described in NUREG-1317 vill be based.

NUREC-1317 indicates that some prrliminary concepts have already been developed from prior operating experience reported by the industry.

In many cases. this is the same, or similar, experieuce which ves factored into the CPS design. Consequently, some uniqi e new f eatures of CPS may eventually provide insight which could be used in developing suitable criteria for operating license renewal.

IPC plans to folluv NRC progress in the area of emerging operating license renewal criteria and to gather operating it.fornation to contribute to this effort.
