DOCKET NOS. 50 445 AND 50 446 TRANSMITTAL 0F CPSES EMERGENCY PLAN, REVISION 27 In accordance with 10CFR50.54(q), TV Electric herewith submits Revision 27 of the CPSES Emergency Plan. The changes comprising Revision 27 were evaluated and determined to not decrease the effectiveness of the existing plan. The CPSES Emergency Plan Revision 27 was made effective July 24, 1998.
Changes for this revision are indicated by a Revision 27 change bar.
The following is a general summary of the changes included in this revision:
1.
Throughout the plan, revised the offsite agency name, communications system name or CPSES organizational position title of the following:
" Hood General Hospital" renamed " Late Granbury Medical Center" "Somervell County Volunteer Fire Department" renamed "Somervell County Volunteer Fire, Rescue, and EMS Service"
" Emergency Broadcast System (EBS)" renamed " Emergency Alert System (EAS)"
" Federal Telephone System (FTS)" renamed " Federal Telecommunications System (FTS)"
" Auxiliary Operator" and "Radwaste Operator" retitled " Plant I(
Equipment Operator" L. )
" Plant Manager" and "Vice President of Nuclear Operations" retitled

in the CPSES organization.
Management approval responsibilities identified In the CPSES Emergency Plan for either the Plant Manager or Vice President of Nuclear Operations are being revised to " Plant Manager *" as a means of maintaining organizational flexiblity. The added footnote (*) references FSAR Section 13.1 which clearly explains the responsibilities of the Plant Manager and/or Vice President of Nuclear Operations when only one or both of these positions are assigned in the current CPSES organizational structure.
This is also consistent with organizational flexibility specified in the CPSES Technical Specifications.
2.
A required monthly communications test of the ENS /HPS telephone circuits is relocated from plan section 12.2.1 to section 4.2. No change in test scope.
3.
The designated communications interface for the OSC and primary communications responsibility and interface for the Onsite Survey Team are revised in Table 4.2 to reflect current assignments. No responsibility or interface is delet ed.

This change clarifies that

specific training for the various facility staffs is not actually discussed in section 13.0 but is referenced in section 13.0 via the training program outlined in TRA-105. " Emergency Preparedness Training" for personnel assigned to CPSES.

The text description in sections 6.10
.d 10.2 is clarified to reflect that CPSES onsite medical capabilities do not include "first aid stations" but rather include "a first a1d station" and other pre-staged medical equipment located throughout CPSES.
This revised description is consistent with the medical capabilities that CPSES has always maintained and is consistent with those medical i
capabilities as reviewed by the NRC's Emergency Preparedness Appraisal inspections (reports 50-445/89-43:50-446/89 43 and 50 445/90-04:50-446/90 04). The current wording is confusing and resulted from text changes incorporated with Revision 20 (effective 1-6 95) which redescribed "a first aid station" and "other medical facilities / equipment maintained in the N0SF" as simply "first aid i
stations".
The text description in section 12.2.3 is also clarified to more accurately reflect NUREG-0654 guidance and clearly state that the subject annual medical drill may be completed in conjunction with a CPSES annual exercise, which may or may not be a graded exercise. The current wording of "in conjunction with the CPSES annual exercise" is confusing because it is "old" wording and I
was incorporated at the time of the "old" requirement for conducting an annual graded exercise. Readers have been confused by the current plan wording and if it refers to only the graded exercise which is now conducted biennially instead of annually.

The two responsibility statements at the end of section 12.0 concerning the Plant Manager approving exercise schedules and
_ emergency planning personnel developing / planning drill and exercise i.
programs and scenarios were deleted. The Plant Manager's approval of exercise' schedules provides little or no value to the actual content of exercise objectives and scenarios:.the Plant Manager continues to approve, per a revision to.section.12.3, the objectives and scenarios developed for those exercises or drills requiring NRC and/or FEMA approval. In this approval process, he is aware of these exercise i
schedules. The deleted responsibility statement for emergency.
planning personnel is redundant to similiar responsibilities stated in section 12.3.
7.
Three additional review requirements were added to section 14.0 to reflect current program practices and associated federal guidance or regulation.
8.
Appendix K is changed to delete retired. Emergency Plan Procedure EPP 208 " Access Control During Emergencies".
Provisions of the retired procedure have been incorporated into other EPPs and station j
security procedures.
9.
Appendix 0 is changed to revise or delete selected plan defintions.
Definitions deleted are not used in the CPSES Emergency Plan.
