Gentlemen:

j On October 5,1987, we vert' ally notified your Mr. H. S. Phillips, of a deficiency involving inappropriate deficiency documentation.

This is an interim report of a potentially reportable item under the provisions of 1

10CFR50.55(e).

I Specifically, this deficiency involves documents that identify problems.

request clarification, recommend changes, or request action for engineering' resolution, which were inappropriately used as design change documents, or identified potential nonconforming or deficient conditions, These conditions may have resulted in the implementation of desigt. chnnges which had not i

received appropriate design review and nonconformances or deficiencies not being resolved in accordance with established programs.

This issue is being evaluated concurrently with Corrective Action Report (CAR) i 87-73.

In the event discrepancies are identified, Deficiency Re. ports, Non-Conformance Reports or Design Change Authorizations (for non-safety related changes only) as appropriate, will be initiated.

We will complete our evaluation for deportability upon completion of our documentation review.

This review is currently scheduled to be completed by 0:tober 31, 1987.

Our next report on this issue will be submitted no later than J anuary 20, 1988.
