SUBJECT:
COMANCHE PEAK STEAM ELECTRIC STATION (CPSES) 3 DOCKET NOS. 50-445 AND 50-446 STARTUP TRANSFORMER OVERLOAD SDAR:
CP-87-91 (INTERIM REPORT) j Gentlemen:
i On September 3, 1987, we verbally notified your Mr. H. S. Phillips of a l
deficiency involving the overload capacity of the startup transformers.
This deficiency was discovered during preparation of the Design Basis Document (DDD-EE-038) for the startup transformers.
Specifically, a discrepancy was identified between licensing commitments and the transformers' Specification (2323-ES-2A and 28), which indicates that the loading conditions for the startup transformers may exceed their overload capacity.
This is an interim report of a potentially reportable item under the provisions of 10CFR50.55(e).
Our evaluation of this issue is continuing to determine the impact of this discrepancy on plant design. We expect to submit our next report by January 8, 1988.
Very truly yours, W. G. Counsil WJH:tgj c-Mr. R. D. Martin, Region IV Resident Inspectors, CPSES (3) 0150207 871005 I
