DOCKET NOS. 50-445 AND 50-446 TORQUE VALUES FOR J. C. WHITE TUBING RESTRAINTS SDAR: CP-86-80 (FINAL REPORT)
Dear Mr. Johnson:
On November 7,1986, we verbally notified your Mr. Tom Westerman of a deficiency involving the recommended torque values for J. C. White tubing restraints. The torque values for these restraints have not been reflected in the project specifications and procedures or implemented during the installation process.
The intent of the minimum torque requirements for the J. C. White tube restraints has been met when utilized with Hilti bolts, Nelson studs and Unistrut nuts per the current instructions which require tightening to a " snug tight" condition and "in a secure manner". The J. C. White restraints have been installed with the fasteners tightened either " snug tight", to 8 ft-lbs, or 4.2 ft-lbs. Since " snug tight" is the full effort of a man using an ordinary wrench, the fasteners meet the intent of the recommended torque values. While these installations meet project requirements and the manufacturer's recommended torque requirements, these bolts were not installed per the specific torque requirements set forth in the vendor's data sheets for i
solid tube restraints. Our evaluation has concluded that the vendor's minimum torque requirements have been met when these bolts were installed per project specifications.
I Project specifications and procedures will be revised to specifically implement the manufacturer's requirements. This revision will replace the terms " snug tight" and "in a secure manner" which meet the intent of project requirements, but cannot be verified. A precise torque value will be utilized f
and verified in all cases for future instrumentation and control applications.
