DOCKET NOS. 50-445 AND 50-446 STRUCTURAL STEEL BOLTING CONNECTIONS WITH THREADS IN THE SHEAR PLANE IN THE UNIT 1 CABLE SPREADING ROOM SDAR: CP-86-78 (INTERIM REPORT)
Dear Mr. Johnson:
On November 7,1986, we verbally notified your Mr. Tom Westerman of deviations in the structural steel bolting in the cable spreading room. This is an interim report of a potentially reportable item under the provisions of 10CFR50.55(e).
Specifically, the applicable specification states that all field connections shall be made with high strength steel bolts in bearing type connections with threads excluded from shear planes except where otherwise stated er shown on engineering drawings.
Instances of bolted connections with threads in the shear plane which were not stated or shown on engineering drawings have been observed in the Unit 1 Cable Spreading Room.
In order to address this deviation, all pertinent standard design criteria will be reviewed to identify the components where such deviations may occur.
Structural design calculations for the Unit 1 Cable Spreading Room framing and typical design calculations for other identified components in both units will be evaluated to determine if such deviations are adverse to the safety of plant operations or impact the structural integrity of the frame or components.
If a field verification is necessary, typical shop fabrication drawings will be used to determine if the bolt length can be used as a criterion for determining if a bearing type connection has bolts with threads included in the shear plane. Additionally, we are reviewing the affected inspection procedures to assure they adequately address specification requirements for this attribute.
